Overview

Dollu in Philippines.

The Philippines is a key market for Dollu because of its BPO and contact-centre sector and its fast-growing digital economy. Traffic hands off from our Singapore PoP over diverse subsea paths to partner interconnect facilities in Manila, where we hold direct connections to Globe, Smart (PLDT) and DITO as well as the fixed operators. Termination into Philippine fixed and mobile destinations is offered on Premium CLI-guaranteed, Standard and Wholesale tiers, and origination on Philippine numbers is delivered over SIP worldwide.

Philippine numbering is administered by the National Telecommunications Commission (NTC). Dollu provisions geographic numbers in Metro Manila's 02 area and in Cebu, Davao and other provincial areas, and 1800 domestic toll-free numbers, through licensed local partners. Business KYC covers SEC or DTI registration or a foreign equivalent, address and an authorised signatory. Numbers can be routed to your SIP platform, Dollu's cloud PBX or CCaaS, or Microsoft Teams, and international inbound numbers from Dollu's global inventory complement local presence for BPO operators.

A2P SMS to Philippine subscribers is delivered over direct connections to Globe, Smart and DITO. Following the SIM Registration Act and operator anti-scam measures, sender IDs must be whitelisted with each operator, and messages containing links from unregistered senders are blocked. Dollu manages sender-ID whitelisting, content compliance and DICT and NTC guidance, and applies Data Privacy Act principles to consent and retention. Enterprises with Philippine sites can also take DIA, SD-WAN and cloud connectivity through our local carrier partners.

  • NTC licensing and KYC

    Numbers and telecom services in the Philippines are provided by NTC-licensed operators and value-added service providers. Business KYC covers SEC or DTI registration or a foreign equivalent, address proof and signatory identity, and services are delivered through licensed local partners.

  • SIM Registration Act and sender-ID whitelisting

    All SIMs must be registered under the SIM Registration Act, and operators require A2P sender IDs to be whitelisted; messages with links from unregistered senders are blocked. Dollu completes whitelisting with each operator before campaigns and OTP flows go live.

  • Data Privacy Act

    The Data Privacy Act of 2012, enforced by the National Privacy Commission, governs personal data and consent for marketing. Dollu maintains consent and opt-out records and offers data processing agreements aligned to the Act.

  • Emergency calling and CLI

    911 is the national emergency number, and callers may present only numbers assigned to them. Dollu screens international traffic that presents Philippine CLIs and configures outbound CLI on assigned numbers only.
