Overview

What is International Roaming Services?

Opening and operating roaming is one of the most complex parts of running a mobile network. Every partner requires an IREG and TADIG test cycle, a signalling relationship, a billing agreement, a data-clearing setup and ongoing quality management. Dollu’s international roaming services take that load off MNOs, MVNOs and IoT connectivity providers. Through our roaming hub you connect once to Dollu and gain access to a footprint of more than 600 partner networks in 190+ countries, with commercial and technical relationships managed centrally rather than one bilateral at a time.

The hub sits on our GRX/IPX and SS7/Diameter signalling platforms and carries every generation of roaming: CAMEL and SS7-based 2G/3G, Diameter for LTE and VoLTE with S8HR or LBO models, and 5G roaming over N32 through our SEPP for both SA and NSA networks. Steering of roaming - signalling-based and OTA-based - directs your outbound subscribers onto the partner networks that give you the best combination of cost, quality and technology, with per-country rules, blacklists and campaign scheduling that you control from a portal.

Behind the scenes we run data clearing and financial clearing. TAP 3.x and BCE records are validated, converted, rated and exchanged with partners; disputes, RAP files and stop-loss thresholds are handled by our clearing team; and net settlement is calculated and remitted in your currency. Roaming testing covers IREG, TADIG and end-to-end regression tests for new services such as VoLTE and 5G, executed from our lab and from physical test SIMs placed in partner markets.

Everything is visible in near real time. Roaming analytics track inbound and outbound roamers, attach and registration success, data session performance, VoLTE call quality and revenue by partner, and alert your team when a route or partner degrades. For IoT connectivity providers and MVNOs without their own agreements, sponsored roaming lets your SIMs roam under Dollu’s IMSIs and agreements, extending your footprint immediately while you decide which markets warrant your own bilateral deals.

Why Dollu

Why choose Dollu for roaming services.

The advantages of buying from a carrier that owns its network, interconnects and operations - rather than a reseller.

  • Faster market opening

Skip months of bilateral negotiations. Through the hub, a new partner network can be commercially and technically live for your subscribers in weeks rather than quarters.

  • Lower wholesale roaming cost

Steering pushes outbound traffic to preferred partners and negotiated discount agreements are enforced automatically, so inter-operator tariff spend falls without harming user experience.

  • Latest technology, day one

VoLTE and 5G SA roaming are already built and tested on our platform, so you launch new roaming services without standing up your own SEPP, DRA or test infrastructure.

  • Revenue and fraud protection

NRTRDE feeds, high-usage alerts and TAP validation catch fraud and billing errors early, protecting inbound revenue and stopping outbound bill shock.

  • Complete operational visibility

One dashboard shows every partner, every technology and every KPI, backed by a roaming operations desk that watches your traffic 24×7.

How it works

How it works.

From first conversation to live traffic - a tracked, engineer-led onboarding with a named owner at every step.

  1. Step 01

    Assess

We review your current agreements, traffic and target markets, and model the savings and coverage uplift from hub access, steering and clearing.

  2. Step 02

    Connect

Establish SS7, Diameter and GRX/IPX connectivity to our hub, configure clearing feeds and, where needed, deploy steering and SEPP functions.

  3. Step 03

    Test and launch

IREG and TADIG cycles run against priority partners; VoLTE and 5G profiles are validated; the first wave of markets goes live with your operations team trained on the portal.

  4. Step 04

    Operate and optimise

Our roaming desk monitors quality and settlement daily, adds partners as your footprint grows and reviews steering rules with you each quarter.

Use cases

Who uses this and why.

Typical deployments across carriers, enterprises, platforms and contact centres.

  • Mobile network operators

Expand outbound coverage and grow inbound revenue without adding staff, and launch VoLTE and 5G roaming on tested infrastructure.

  • MVNOs and MVNEs

Get roaming that matches the host operator’s footprint or exceeds it, with independent steering, clearing and analytics.

  • IoT connectivity providers

Sponsored roaming and permanent-roaming-compliant options for connected devices deployed across dozens of countries.

  • Travel and airline connectivity

In-flight and travel SIM providers needing dense partner coverage, fast steering changes and low inter-operator rates in tourist markets.

  • Operators entering new markets

Greenfield or expanding operators who need day-one roaming for launch and want to avoid building a bilateral programme from scratch.

Still have a question?

Ask our solutions team

No. The hub complements bilateral agreements. You keep the direct relationships you value and use the hub to reach networks where a bilateral is uneconomic or slow to negotiate. Steering rules can prefer bilateral partners in one market and hub partners in another, and clearing covers both.
