Hong Kong is a regional financial and trading hub and a key market for Dollu's Asia Pacific business. Traffic hands off from our Singapore PoP over low-latency subsea paths to partner interconnect facilities in Hong Kong, where we hold direct connections to the city's fixed and mobile operators, including HKT, CSL, 3 Hong Kong, SmarTone and China Mobile Hong Kong. Termination into Hong Kong is offered on Premium CLI-guaranteed, Standard and Wholesale tiers, and origination on Hong Kong numbers is delivered over SIP worldwide.

Hong Kong numbering is administered by the Office of the Communications Authority (OFCA). Dollu provisions 8-digit fixed numbers in the 2 and 3 ranges, mobile numbers for SMS-capable services, and 800 toll-free numbers, through licensed local partners. Business KYC covers a Hong Kong Business Registration certificate or an equivalent for foreign entities, address and an authorised signatory. Numbers can be routed to your SIP platform, Dollu's cloud PBX or CCaaS, or Microsoft Teams, and porting follows OFCA's number portability process.

A2P SMS to Hong Kong subscribers is delivered over direct connections to the mobile operators. Under OFCA's SMS Sender Registration Scheme, registered senders use IDs prefixed with '#', which tells recipients the message is from a verified organisation, and Dollu registers your IDs so that transactional and marketing traffic carries the prefix. Marketing messages must comply with the Unsolicited Electronic Messages Ordinance and its do-not-call registers, and personal data is protected under the PDPO. Enterprises can also take DIA, SD-WAN and cloud connectivity for Hong Kong sites.

  • OFCA licensing and KYC

    Numbers are allocated by OFCA to licensed operators and issued through them. Business KYC covers a Hong Kong Business Registration certificate or a foreign equivalent, address proof and signatory identity, and mobile numbers are subject to real-name registration requirements.

  • SMS Sender Registration Scheme

    Organisations can register their SMS sender IDs with OFCA so that messages carry a '#' prefix, indicating a verified sender. Registration is strongly recommended for banks, telecoms and other sectors covered by the scheme, and Dollu handles the process on your behalf.

  • UEMO and PDPO

    Commercial electronic messages must comply with the Unsolicited Electronic Messages Ordinance, including sender identification, unsubscribe facilities and the do-not-call registers, and personal data is governed by the Personal Data (Privacy) Ordinance. Dollu screens marketing traffic and maintains opt-out records.

  • International CLI and emergency calling

    OFCA requires incoming international calls to be marked with a '+' prefix so recipients can distinguish them from local calls, and blocks spoofed local CLIs from abroad. 999 must be reachable from every Hong Kong number, and Dollu screens international traffic accordingly.
