Overview

Dollu in France.

France is served from Dollu's Frankfurt, Amsterdam and London PoPs and through partner interconnect facilities in Paris, where we hold direct connections to French fixed and mobile operators. Termination into French geographic, 09 and mobile ranges is offered on Premium CLI-guaranteed, Standard and Wholesale tiers, and origination on French numbers is delivered over SIP to customers in France and abroad. Our routing honours ARCEP's rules on caller identification, so calls we carry are not dropped by French operators' authentication filters.

French numbering is administered by ARCEP. Dollu provisions geographic numbers in the 01 to 05 zones for customers with an address in the zone, 09 non-geographic numbers for VoIP services without a location requirement, and 0800 to 0805 numéros verts that are free for the caller. Business KYC covers Kbis or equivalent registration, address and an authorised signatory. Numbers can be routed to your SIP platform, Dollu's cloud PBX or CCaaS, or Microsoft Teams, and porting follows the French inter-operator process.

A2P SMS to French subscribers is delivered over direct connections to Orange, SFR, Bouygues Telecom and Free Mobile. Alphanumeric sender IDs are supported for transactional and marketing traffic; marketing messages must include the STOP opt-out mention and may not be sent at night, on Sundays or on public holidays. Dollu manages these rules automatically and applies GDPR and CNIL guidance to consent and retention. French enterprises also use Dollu for SIP trunking, Teams Direct Routing and EU-hosted cloud, with data kept in the EU.

  • ARCEP numbering and KYC

    Geographic numbers require an address in the corresponding zone, while 09 numbers are available nationally. KYC includes a Kbis extract or foreign equivalent, address proof and signatory identity, and numbers must be used in line with ARCEP's numbering plan.

  • Caller authentication and telemarketing prefixes

    French operators authenticate calls under the mechanism required by law, and calls from abroad presenting French geographic or mobile CLIs are blocked unless legitimate. Telemarketing calls must use the dedicated ARCEP prefixes and respect the Bloctel opt-out list and permitted hours.

  • SMS marketing rules

    Marketing SMS must carry a STOP mention with a short code, must not be sent between 20:00 and 08:00, on Sundays or on public holidays, and require prior consent under GDPR and CNIL guidance. Transactional messages such as OTPs are exempt from the quiet hours.

  • Emergency calling and data protection

    112, 15, 17 and 18 must be reachable from French numbers with location routing, and personal data is processed under GDPR with CNIL as the supervisory authority. Dollu keeps French traffic on EU infrastructure by default.

Geographic numbers in France require an address in the corresponding zone, so a Paris 01 number needs a Paris-area address. Without one, a 09 non-geographic number gives a French presence with no location constraint, and 0800 numbers suit inbound campaigns.
