South Africa is Dollu's anchor market in sub-Saharan Africa. Traffic hands off from our London and Frankfurt PoPs over diverse subsea paths to partner interconnect facilities in Johannesburg and Cape Town, where we hold direct connections to Vodacom, MTN, Cell C, Telkom and the fixed operators. Termination into South African geographic and mobile ranges is offered on Premium CLI-guaranteed, Standard and Wholesale tiers, and origination on South African numbers is delivered over SIP to customers worldwide.

South African numbering is regulated by the Independent Communications Authority of South Africa (ICASA). Dollu provisions geographic numbers in Johannesburg, Cape Town, Durban, Pretoria and other areas, 087 national numbers widely used for VoIP and cloud PBX services, 0800 toll-free and 0860 and 0861 shared-cost numbers, and mobile numbers where SMS capability is required. Business KYC covers CIPC registration or an equivalent, address and an authorised signatory, and RICA identification requirements are met through our licensed local partners.

A2P SMS to South African subscribers is delivered over direct connections and licensed aggregator routes, and all traffic follows the WASPA Code of Conduct on consent, opt-out and content. The Protection of Personal Information Act governs personal data and direct marketing, so Dollu supports opt-in records, opt-out handling and in-country processing where needed. South African enterprises and BPO operators also use Dollu for CCaaS, SIP trunking, dedicated internet and SD-WAN through licensed local partners, with support from our 24×7 NOC.

  • ICASA licensing and KYC

    Numbers are allocated by ICASA to licensed operators and issued through them. Business KYC covers CIPC registration or a foreign equivalent, address proof and signatory identity, and services are delivered through partners holding the appropriate ECS and ECNS licences.

  • RICA identification

    The Regulation of Interception of Communications Act requires subscriber identification for numbers and SIMs. Dollu's local partners complete RICA registration for South African numbers, which requires identity documents and proof of address for the customer.

  • WASPA and POPIA for messaging

    A2P SMS must follow the WASPA Code of Conduct, including opt-in consent, sender identification and opt-out handling, and direct marketing must comply with POPIA. Dollu maintains consent records and applies opt-out lists automatically.

  • Emergency calling and CLI

    10111, 10177 and 112 must be reachable from South African numbers, and callers may present only numbers assigned to them. Dollu screens international traffic that presents South African CLIs and configures outbound CLI on assigned numbers only.
