Saudi numbering is regulated by the Communications, Space and Technology Commission (CST, formerly CITC) and numbers are issued through licensed operators. Dollu arranges geographic numbers in Riyadh, Jeddah, Dammam and other cities, 800 toll-free numbers and 9200 unified access numbers for organisations that hold a Saudi commercial registration, with operator KYC handled by our onboarding team. Numbers can be delivered to your contact centre, Dollu's cloud PBX or CCaaS, or a Teams environment, subject to the operator's terms for VoIP use.

A2P SMS in Saudi Arabia requires sender IDs to be registered with each operator under CST rules, with documentation of the sending entity and its authorisation to use the brand name.   • CST licensing and VoIP

    Telecommunications services in Saudi Arabia are provided by CST licensees. Numbers and inbound services are issued through the licensed operators, and VoIP use must comply with operator terms and CST policy. Dollu delivers within this framework and does not offer unlicensed bypass.

  • Sender-ID registration

    A2P sender IDs must be registered with each operator before use, with proof of the sending entity and its right to the brand name. Promotional messages require an opt-out and are subject to operator time windows; unregistered IDs are blocked.

  • KYC for numbers

    Saudi numbers require a valid commercial registration, national ID or Iqama of the authorised signatory, and a local address. Foreign entities without a Saudi presence typically use a local partner or Dollu's regional arrangements.

  • PDPL and data residency

    The Personal Data Protection Law governs personal data and restricts certain transfers outside the Kingdom, and CST rules apply to cloud and telecom data. Dollu offers in-Kingdom processing options and data processing agreements aligned to these requirements.
